As someone who writes about taxes and taxpayer-funded initiatives like the Supplemental Nutrition Assistance Program (SNAP), I can’t help but wonder what would happen if the benefits were taxed as income.
With little data available on the topic and no formal legislative proposals, I asked ChatGPT what would happen if the US taxed SNAP benefits. The artificial intelligence (AI) chatbot’s six-part response was eye-opening.

Recipients will lose purchasing power
The most immediate impact on beneficiaries will be reduced purchasing power in supermarkets, which ChatGPT highlighted with a simple example.
- A beneficiary receives $4,800 per year.
- Profits are taxed at 10%.
- The recipient owes $480 in federal income taxes.
- Actual food assistance benefits fall to $4,320.
According to ChatGPT, “For many families already near the poverty line, this cut could significantly impact grocery budgets.”
IRS will receive many new returns
Subsequently, ChatGPT said, “Many SNAP recipients currently do not earn enough to file a federal tax return.”
If benefits were taxable, some recipients would receive substantial taxable income to offset the increased reporting requirements, tax complexity, and administrative costs.
Beneficiaries may lose eligibility for other programs
Third, the chatbot pointed out that “many federal and state aid programs calculate eligibility based on taxable income.”
SNAP benefits may then push some recipients over the eligible income limits for adjacent programs, including:
- Medicaid
- supplemental Security Income
- Housing Choice Voucher Program.
Government will have to spend more
Fourth, administrative costs would increase for the U.S. Department of Agriculture, which administers SNAP, and the IRS, which collects tax revenues for the Treasury.
Specifically, ChatGPT outlined the following: “The federal government will need to track SNAP payments as taxable income, issue tax documents (similar to a W-2 or 1099) (and) update IRS systems and guidance.”
Revenue will increase, but not by much
ChatGPT noted that while the Treasury’s coffers would expand, “the amount will be very small relative to the federal budget.”
Not only will the new administrative burdens offset the revenue increase, but most beneficiaries are in the 0% to 12% tax bracket and qualify for the refundable credit.
According to ChatGPT, “those credits may offset most or all of the tax owed, limiting revenue gains.”

Finally, ChatGPT was cited feeding america Pointing out that SNAP is America’s most successful anti-hunger initiative, but a tax on benefits could threaten that status.
It concluded that the result would be “higher food insecurity, increased reliance on food banks and greater demand for local aid programs”.
